Welfare Time Limits Introduction In April 2002 New Jersey's welfare recipients began reaching their 5-year lifetime limit on receipt of Work First New Jersey (welfare) benefits. As of June 2002, no one who has reached the 60-month limit has been terminated, because all have been eligible for a time limit exemption due to their inability to work, or they have been granted a time-limited hardship extension for 6-12 months. However, some terminations are expected soon and those who do not qualify for more time, including both adults and children, will permanently lose their cash assistance benefits. In addition, people who got an extension will be facing a permanent welfare cut-off when they exhaust their 12 months of extended benefits, unless they are deemed exempt from the time limit due to: a permanent disability; the disability of a family member whom they care for; or a combination of other significant barriers to employment that make them "chronically unemployable."
